I haven't been through the new process yet. I too, will have my firsthand experience in a month or so.

From everything I've read however, it is not necessary to have one of the new permits unless you are traveling south of San Quintin now... or staying for longer than 72 hours.

Some have written about being checked for paperwork, and others have written that nobody ever checked them. ...so, avoid it and take your own risks.

I would, however, avoid paying for the permit at banks in Tijuana. Better to do so in Tecate, Ensenada, San Quintin, etc.
